No, you do not have to wait any specific length of time prior to reporting. If you believe your child has runaway or someone is missing call 911 to make a report.

What should I do if someone calls demanding money for fines claiming to be a police officer? 

Hang up immediately, this is a scam call. No police officer with our department with ever contact you and demand payment for fines.
